Worryingly for Mumbai, the ratio is lower than that of the state. While in the island city, the proportion of women is 786 per 1,000 men, in suburban Mumbai, it is 801. In absolute numbers, the state has 4 crore male voters and 3.6 crore women voters.
The facts have been brought to the fore during the latest revision of the state's electoral roll ahead of the 2014 general election. Election officials say the reason for the lower proportion of women is that men, often the dominant half of households, do not encourage them to vote or otherwise participate in the electoral process.
Activists say the trend of women's declining interest in elections is caused by general malaise in society: growing crime, especially against women, politicians' incompetence and corruption.
"A greater proportion of women were on the voters' list before the latest voter registration drive started over a year ago," said a senior Mantralaya official. Social worker and RTI activist Gaurang Vora said there is growing apathy among both men and women when it comes to the electoral process. "There is a general perception among people that whether you vote or not, it doesn't make a difference as all politicians are the 'same'. In fact, people thinking along such a negative line now have the option of pressing the 'none of the above' button on the voting machine," he said. "So, every eligible voter should at least register so that the country knows how many people are not happy with the system and politicians."
