The panel also suggested that special help centres manned by policewomen should be set up near railway stations, bus stops and other sensitive spots and that police personnel should be trained by counsellors to avoid unnecessary questioning and humiliation of rape survivors to ensure quick help to victims, state home minister RR Patil told mediapersons at Mantralaya on Thursday.
The state had set up the panel in 2010, to recommend measures to curb atrocities against women. Patil said the final report and recommendations of the committee, headed by retired HC judge Chandrashekhar Dharmadhikari, are expected in December. He added that the state will decide on its line of action only after the final report is submitted. The interim report, he said, also recommended setting up effective counselling centres to resolve domestic matters.
The panel, in its earlier reports, had recommended that the state commission for women should adopt a revised format for medical examination of rape survivors and circulate it to all hospitals to end finger tests. It had also recommended that the government should announce that
rape cases be investigated by policewomen and more woman doctors should be appointed in state-run hospitals to examine rape survivors. The panel also suggested that night patrol police vans should preferably have woman officers/constables.
The panel has suggested placing restrictions on "social networking sites, mobile phones and vulgar and indecent conversations and exchange of pictures" as they "corrupt adolescents". The panel wants the government to publish and upload on websites the names and details of people convicted by courts for atrocities on women. It suggested putting up such details on an independent website and social networking sites such as Facebook and Twitter. "This is mainly to create awareness and prohibit such crimes," the panel had said.
It also sought an increase in the number of women welfare homes in the state and better facilities.
