Maximum public objections to 22-storey towers in Vasai-Virar

MUMBAI: The Vasai Virar Municipal Corporation (VVMC) has received several objections from the public to highrises upto 22 storey in the region.

The civic general body had in April last year approved highrises as part of the amendment to the Development Control Regulations (DCR) for the Vasai-Virar region.

The VVMC had invited suggestions and objections to the proposed DCR. Civic sources said that the public have raised objections to residential buildings reaching upto 22 floors in the absence of basic civic amenities in the region.

Residents have pointed out that the fire brigade is ill-equipped to handle fire in high rises. As of now the fire department has a sole turn table ladder that can reach only upto 13 floors. In the suggestions received by the municipality, most are of the opinion that the floors should be restricted to seven storey or 26 meters as provided in the 2004 DCR. The suggestions and objections will be placed before the general body meeting to be held later this month. The final decision on the DCR will be taken by the state government.

The Vasai Virar Municipal Corporation (VVMC) formed in July 2009, with the merger of four municipal councils of Virar, Nalasopara, Vasai and Navghar-Manikpur, had moved the proposal to amend the 2004 DCR approved by the CIDCO, the special planning authority appointed by the state government for the Vasai-Virar region in 1990.

The DCR proposal was rejected by the civic house on three earlier occasions due to opposition from corporators' who cited lack of infrastructure for accommodating highrises. In April 2012, the proposal was approved at a special general body meeting of the civic house. The ruling Bahujan Vikas Aghadi (BVA) led by Vasai's former MLA Hitendra Thakur got 51 votes in favour of amendment to the DCR. Vasai MLA Vivek Pandit's Janandolan Samiti corporators opposed the proposal.

The proposed DCR offers scope for construction of towers upto 70 meters (22 floors). At present, buildings upto 24 meters or seven floors are permitted as per the 2004 DCR. The civic administration's decision to go vertical is based on a high power committee recommendation to extend highrises upto 22 floors as is available in Mumbai to the rest of the Mumbai Metropolitan Region (MMR).

The committee comprising of commissioners of various civic bodies and urban development officers to provide higher Floor Space Index (FSI) for special cases like cluster development, parking lots, info tech offices, star rated hotels, medical and educational institutions in Thane, Kalyan Dombivli, Mira-Bhayander and Vasai Virar.

Several redevelopment projects in the region are awaiting the civic nod. Corporators, however, say that infrastructure needs to go hand in hand with development. The lack of sufficient water supply, problems of load shedding, poor condition of roads and connectivity with Mumbai, need to be tackled before going vertical, feel corporators.
