Speaking at an industry award function in Mumbai Saturday, Tewari assured the media and advertising fraternity that their views will be considered while framing policies related to the sector. Touching upon topics like self-regulation, "skewed revenue models" and "imperfect audience measurement" models, he said, "Issues are contentious no doubt, but if you delay decisions, (the) situation will engulf you completely." Tewari expressed a need to create a statutory mechanism to address issues related to convergence across media, entertainment and telecom. Self-regulation of content was a preferred option but it would have to be broad-based and balanced. "Freedom of speech should not extend to the right to offend and an individual's right to privacy must be respected," he added. The I&B ministry is currently implementing the second phase of TV digitization in 38 cities that have a population of over 1 million each. Besides improving quality of picture and sound, digitization will address the "skewed revenue model" of the media and entertainment industry by bringing clarity about actual customer base, Tewari said. He hoped that would prompt the industry to observe limits on advertising time, a step viewers are certain to welcome.
