The DGCA has directed airlines to seek and remit "donations towards Swachhata Abhiyan at airports/in-flight during online ticket sales". It has also asked airlines to adopt villages and get involved in construction of toilets and "development of system of cleanliness", said a letter sent by the Air Passengers' Association of India (APAI), a consumer rights body, to civil aviation minister Ashok Gajapathy Raju on Wednesday.
"All airlines, except one or two, are bleeding and they have accumulated losses of $10.6 billion in the past seven years. Is it fair to direct airlines to get involved in this movement when they are struggling for their own existence?" the letter asked. The APAI letter suggested that all the airports be asked to collect an amount of Rs 10 or Rs 15 or Rs 24 as an additional surcharge in the passenger service fee component. "The amount will run into crores and can be collected without causing any pain or inconvenience to flyers," it added.
The Travel Agents Association of India has slammed the suggestion. "The PM has not sought monetary contribution. He has asked for every citizens selfless participation to ensure cleanliness," said Jay Bhatia of TAAI. "Raising funds will not ensure cleanliness," he added.
