MUMBAI: With an eye on the upcoming assembly elections, state industries minister Narayan Rane has promised a 20% reservation for Marathas in education and jobs. The announcement, he said, would be made after June 20, when the model code of conduct for the legislative council polls end.

"We will convene a cabinet meeting on June 21 and take a decision," said Rane, who headed the panel to study the socio-economic conditions of the Maratha community, outside the House on Friday. Marathas constitute 34-36% of the 11.8 crore population in the state, say Census figures. The Rane panel submitted its report recommending 20% reservation to chief minister Prithviraj Chavan in March this year.

Interestingly, reservation exists among OBCs for a section of Marathas, known as Kunbis.

Maratha Kunbis, who are largely agriculturists, constitute 31.5% of the population with a large presence in Vidarbha and Konkan.

"I have recommended a 20% reservation which will not affect the existing reservations in the Other Backward Classes category," Rane said in the legislative council after opposition member Vinayak Mete raised the issue of the quota.

The Mete-led Shiv Sangram, a radical Maratha organization which is a Sena-BJP ally, wants Marathas to be brought under the OBC category. The OBCs are opposed to the Maratha quota as they fear the politically powerful community will encroach upon reservations for the weaker sections.

The reservation decision can clearly be attributed to the Congress-NCP's drubbing in the polls, said a key state Congress leader. "It is beyond a shred of doubt that the Shiv Sena-BJP-RPI combine and its allies such as the Shiv Sangram could reap 42 of the 48 Lok Sabha seats in Maharashtra chiefly because the saffron combine made inroads into our Maratha vote bank. We have to wean the Marathas from the Sena-BJP combine," he added.

If the 20% quota is announced, the total reservation pie in Maharashtra will touch 72%, way above the 50% cap ruled by the Supreme Court. But there is the precedent of Tamil Nadu, which has 69% quotas and is battling its cause in the apex court.

Rane said his panel's proposal has been sent to the Backward Class Commission for approval. "Even if the commission is not in favour of the report, the government will go ahead with the 20% reservation," he added.

The Rane committee surveyed 5.5 lakh families and 18 lakh people from the community and reviewed their social, educational and financial plight based on which the reservation has been recommended.

Opposition leader Vinod Tawade said the government is creating confusion over the issue. "The Maratha community should get reservation, considering their financial backwardness. The issue was discussed before the Lok Sabha polls but nothing happened. Again the issue has been brought forth before the Assembly polls for vote politics," he said.

Mete cited the Beed Lok Sabha constituency result as an example of how the Marathas are turning away from the Cong-NCP. He claimed Gopinath Munde, who belonged to the 'vanjara' community, trounced the NCP candidate by a huge margin because nearly 65 to 70% Maratha voters in Beed backed the late BJP veteran.

"You will see the trend in other Lok Sabha constituencies as well. The Marathas deserted the Congress-NCP combine on a largescale," said Mete, who severed ties with the NCP last year and joined the Sena-BJP-RPI combine, thanks to Munde's social engineering experiment.

Mete, who is fiercely committed to the cause of Maratha empowerment, said: "Our chief demand is that the Maratha community should be brought under the OBC category. We don't wish to encroach on the OBC percentage. We want to be included under the OBC category. That's all."
