TOI found that Bandra, Khar and Mankhurd police stations are among those that do not have a single woman officer, making it difficult to handle cases of serious crime against women.
To battle the problem, the Maharashtra government has set up a special cell to probe into crimes against women in the city. A DCPrank officer is in charge of the cell, which functions under the supervision of the joint commissioner (crime). The cell has a staff of over 70 officers that will deal with cases of rape, kidnapping, molestation, and also dowry-related crimes.
But the pilot project initiated by Mumbai police commissioner Satyapal Singh to set up a women's cell in all the 93 police stations has been hampered by a shortage of women officers. "The strength of a cell is 10 women cops, including one and, in rare cases, two women officers. There are still many police stations which have got women's cells but without any women officers," said an officer from one of the central suburban police stations.
"There is a serious need for women officers mentally fit to handle cases smartly and tactfully . Many applications are received from women for the officer category but very few get selected due to several issues," said a police officer from the eastern suburbs.
Mumbai police spokesperson and DCP (crime) Satyanarayan Chaudhary said recently the commissioner had deputy newly-recruited women probationary officers to different police stations in the city.
An assistant commissioner said there is at least one woman officer in most of the police stations . "In case of a serious crime against women, women officers are called by police stations that do not have one to handle the case. In the case of a Spanish women's rape in Bandra last year, the local police station had sought the help of the police commissionerate to provide them with a woman officer to get in touch with the victim to get detailed information ," he said.
"Special drives should be taken up to fill the vacancies (for women personnel) in sufficient measure without majorly upsetting the gender expediencies in police demographics," said activist Y P Singh.

Add women to the force
It does not take rocket science to understand why a woman would be less uncomfortable talking to another woman about sexual harassment; that's the reason why the Bombay high court recently issued a circular for having women-only courtrooms, with women judges and staff, for hearing cases of crimes against women. The government needs to take the cue and go for an enrolment drive that will add more women to the police force. Less intrusive questions and more sympathetic handling would be the two natural fallouts in sex crime cases if more women populate the police force.
