The petition by Santosh Pachalag states that Board of Control for Cricket in India availed of over 3300 police personnel who were drawn from other police commissionerates and districts for matches played at NaviMumbai and Nagpur. While Navi Mumbai police sent a bill of Rs 5.65 crores, the Nagpur police sent a bill of Rs 2.30 crore. BCCI paid only Rs 47.53 lakhs to Navi Mumbai police and Rs 20 lakhs to Nagpur district police. Pachalag's advocate Ganesh Sovani argued that no effort was made for recovery of the dues of protection money.
At the previous hearing, a division bench of Justice A M Khanwilkar and Justice A P Bhangale questioned BCCI over its non-payment and also asked State why it was not recovering the amount. The judges said with delay of over two years, BCCI cannot escape liability to pay interest on delayed payment. The judges had allowed BCCI to make a representation to the secretary, Home Department who will decide it by March 11, 2013 and also consider the petitioner's views.
The State government today sought time because the decision of the government was not communicated to it. The judges, by way of indulgence, posted the hearing on Thursday morning.
