Mumbai colleges feel fee hike will be justified

MUMBAI: The proposed 25% fee hike for undergraduate courses offered by Mumbai University first met with opposition from several quarters on the campus. The state then went on to contest the hike. But college management have been demanding a hike for two years as costs have escalated. In fact, the last hike for these courses was in 2008-09.

The fee revision committee, which proposed the hike, is furious with the government's interference and feels it is taking a populist stand, which will "depreciate" the quality of teaching and learning in colleges.

"Instead of a blanket 25% hike, the committee must make it commensurate with the facilities and the quality of trained faculty a college has invested in. But all economically backward class students must be supported," said Madhvi Pethe, principal, M L Dahanukar College of Commerce.

The panel has recommended the hike in tuition fees and other components for unaided courses such as BMM and BMS, as well as traditional courses started after 2000.

A department head said, "Non-salary government grants for aided course have stopped and it is difficult to maintain infrastructure."

N M College principal Sunil Mantri said, "Expenses on salaries and other items have increased since June 2008. To ensure that colleges comply with university and government norms, the fee structure must be revised keeping in view today's costs and inflation."

The principal of a suburban college said, "Like any organization, college management have to draw up annual budgets. Since 2008, our expenses have been higher than the fees we are collecting. This will soon have a bearing on the quality of education and facilities we can offer."

In fact, many college heads feel that the state must permit them to revise tuition fees every year if they must become academic powerhouses. "A body (on the lines of the Shikshan Shulka Samiti) must be set up to annually inspect junior colleges, as it is for engineering and medical courses. It should revise fees every year. This will encourage us to provide top-line education and world-class facilities," said Pethe.
