Balasaheb Mhatre from the college management said, "When the paper was replaced, the university did not send the message to the IT coordinator. By rule, the university should have sent the message to both, the principal, and the coordinator." Principal Rajendra Mhatre said his phone was on silent and he therefore did not get the university's alert.
But the report of a two-member panel, appointed by Mumbai University to probe the matter, said the principal had forgotten his phone at home and so, missed the message about the replacement. According to the report of the panelists, principals Vijay Joshi and Usha Mukundan, the college did not have any approved teacher for their degree course and teachers appointed for junior colleges held degree lectures.
The board of examinations has formed a high-power panel to inquire into the violations of affiliation norms of all colleges under the Vikhroli college management, including Sandesh College and Rajiv Gandhi Night College. Sandesh College was under the university's scanner for an alleged discrepancy when it gave almost full marks in internal assessment to BSc-IT students last year. Denying having violated norms, college principal B Mhatre alleged the university was targeting them.
