Advocate Varsha Rokade, one of the experts working with the panel, said "the disturbing incident" needs to be probed. The commission currently has no chief but its secretary A N Tripathi is actively handling sensitive rights issues.
Late Friday, the Wadala Truck Terminal (TT) police registered a non-cognizable (NC) offence under the Indian Penal Code's Section 323 against the truck driver. He along with three others allegedly found the boy stealing spare parts of a parked truck near Anik ST Depot on Thursday.
"We registered an NC complaint after the boy's father approached us. He met his son at Dongri remand home and complained that he found bruises on his son's legs which he suffered," said Wadala TT police senior inspector B R Pande.
"The probe will start after the case is registered under the Criminal Procedure Act (CrPc) 155 (2)," said Pande.
The incident allegedly took place on Thursday when the goods truck was parked near Anik Nagar bus depot. Santosh Mandavkar, supervisor of transport company Balaji Cargo Movers, filed a complaint against the boy. The truck driver is employed with the transport company.
