Panel to review functioning of Censor board

MUMBAI: A panel has been instituted under the chairmanship of judicial expert Mukul Mudgal to review the functioning of the Censor Board. Leela Samson, Sharmila Tagore and Javed Akhtar also sit on the committee.

The ministry of I&B constituted the panel Monday to review the mandate and functioning of the Central Board of Film Certification (CBFC), popularly known as the Censor Board, under the Cinematograph Act 1952.

Members will recommend measures including statutory changes to help the board deal with the modern requirements of certification apart from increasing transparency and efficiency.

Under the stewardship of Mukul Mudgal, who is retired chief justice of the high court of Punjab and Haryana, the committee will have Censor Board chairperson Leela Samson and Lalit Bhasin, chairperson of FCAT. Former chairperson of the board Sharmila Tagore, writer Javed Akhtar and L Suresh, secretary of the South Indian Film Chamber of Commerce, are other panelists. Supreme Court advocate Rameeza Hakim and Raghvendra Singh, joint secretary (films) is the I&B member and convenor.

Together they will peruse the process of certification under the Act, including the mechanism followed by examining and revising committees. Categories of certification, both existing and proposed, under the Cinematograph (Amendment) Bill, 2013 are part of the mandate. The panel will determine the need for special categories of certification for broadcasting on television and radio.

The members will also review the mandate and functioning of the Film Certification Appellate Tribunal (FCAT) in order to make it a "more efficacious appellate body". Piracy is a serious issue that diverts legitimate revenues from copyright owners. The panel will also suggest effective legal remedies and penal provisions in the Act, particularly with regard to making unlawful copies, camcording in cinema halls and inserting film clips after certification.

The committee is required to submit its report in two months.
