Verify alternate power supply at exam centres: HC tells Maharashtra govt

MUMBAI: Bombay high court on Friday directed the Maharashtra government to depute its officers to verify if alternate arrangements are made at SSC and HSC examination centres across the state. Some 2.5 lakhs students will appear for the examinations beginning September 26.

A division bench of justice Abhay Oka and justice Girish Kulkarni passed the direction while hearing a second contempt petition by Vishnu Gavali. In March 2008 HC converted into a public interest litigation his letter on the plight of lakhs of students who have to sweat it out due to load-shedding barring Mumbai. Gavali told HC that the situation has not changed even today.

The judge expressed their displeasure after perusing the note of the recent meeting of the principal secretary, finance department, the joint secretary, School Education Department and secretary, Maharashtra State Secondary and Higher Secondary Board on the issue. The note said there is improvement in the supply of electricity in the Sate and that the Board has not received complaints from any parents. It also recorded that the option of providing generators is not feasible as it is dangerous to store diesel at centres. Also for the benefits of students load shedding is not carried out from 6.30pm to 10pm.

The judges said contrary to the opinion of the government on the issue of providing generators, the Board's stand is that for the coming examinations there is a facility of generators and invertors. The Board's advocate informed that 94 out of 478 centres for SSC examinations and 59 out of 281 centres for HSC examinations are affected due to load shedding. Gavali expressed reservations about these figures.

The judges then directed the principal secretary, school education department, to appoint officers to visit the centres and verify if power supply in the form of invertors and generators are available. Also, if they are sufficient to cater to the needs of all classroom. They also directed that after completing the exercise, a report along with an affidavit shall be submitted to court at the next hearing on September 23.
