Images of the two Congress politicians were seen on illegal publicity material despite an assurance to the court that party workers will not put up their posters, said Bhagwanji Raiyani of the Janhit Manch to a division bench of Justice Abhay Oka and Justice A S Chandurkar.
The court was hearing a public interest litigation (PIL) on illegal hoardings.
"Unfortunately, they are the two who are displaying the maximum hoardings," Raiyani said, adding that his contempt petition for lack of action was pending.
The Janhit Manch had filed the PIL in March 2010 for removal of illegal hoardings and for prosecution of politicians guilty of putting up banners at various locations in violation of the Maharashtra Defacement of Property Act, 1995, and the Bombay Police Act, 1951.
It had made Dutt, Hegde, Shiv Sena chief Uddhav Thackeray, MNS chief Raj Thackeray, former city Congress chief Kripashankar Singh, MLA Bala Nandgaonkar and MP Gopal Shetty respondents.
