The water conservation department headed by Chavan's own party colleague, Nitin Raut, had floated tenders for minor irrigation projects worth Rs 800 crore in just one district (Raigad) last June. It raised eyebrows because these tenders were publicised on just two days in June.
Sources said the CM intervened when told that the department had floated tenders which were double than its annual budget. ''It would have created a big controversy on the eve of the state elections,'' they said. The Congress' alliance partner, NCP, was earlier embroiled in the Rs 70,000 crore irrigation scam where projects were awarded at exorbitant costs to select contractors.
Chavan's decision to cancel the minor irrigation contracts followed a TOI expose last month on how the water conservation department floated these tenders hurriedly and in a dubious manner. The tenders were to be awarded to private contractors by July-end.
As many as 46 tenders were floated on June 20 and June 21 for works in the Thane circle alone followed by tenders in other circles across the state. Together their value (Rs 800 crore) outstripped this year's budget allocation for minor irrigation projects for the entire state—which is Rs 599 crore.
