Kshatriya (75), who was the additional chief secretary (revenue), has superseded additional chief secretary (home) Amitabh Rajan, an IAS officer of the 1979 batch. "The chief secretary's appointment is the prerogative of the CM. His appointment is not based on seniority," a senior bureaucrat told TOI. Besides, Rajan was apparently not considered as he has only five months before retirement. With Kshatriya slated to retire in January, 2017, the former BMC commissioner's tenure as the chief secretary will be for nearly two-and-a-half years.
Senior bureaucrats have welcomed Kshatriya's appointment. "We are sure he will give a new direction to bureaucracy. We expect him to streamline postings and transfers of bureaucrats," the senior official said.
After Kshatriya's appointment, now there is hectic lobbying for the state election commissioner's post that has been lying vacant since July 13 after Neela Satyanarayan retired. Saharia has apparently pinned his hope on it but the CM is yet to take a decision. A few other bureaucrats are also aiming for the appointment.
It is not the first time that a chief secretary has been appointed not on seniority basis. In 2004, Ajit Nimbalkar superseded half a dozen of his seniors and so did D K Sankaran, an IAS officer of 1969 batch, and Johny Joseph of 1972 batch.
