MUMBAI: Displaying unprecedented alertness, the Election Commission has put in place an elaborate system for the Lok Sabha elections to track the expenses of candidates and prevent inducements, particularly in cash.
For each of the city's six constituencies, a general observer - an IAS officer - and an expenditure observer, likely to be from the revenue services, have been appointed. "While the general observers arrived last week, the expenditure observers are expected this week," said sources.

An assistant expenditure observer has been appointed for each of the assembly segments within a Lok Sabha constituency to scrutinize expenses, said a state election official. Check posts have been set up across constituencies to check for illicit cash, liquor, arms being transported to be used during elections.

Besides flying squads, two video-camera teams and one static surveillance team too have been deputed for every Lok Sabha constituency. These two teams move around recording processions, rallies, use of vehicles by candidates, and other canvassing activities. They shoot details like the size of the stage at a meeting, the number of chairs, the sound system used, tea, coffee served, etc. The recordings are forwarded to the video-viewing team in every assembly segment. They calculate expenses based on what they see and match it against the expenditure list submitted by the candidate.

"A shadow register will be maintained for every candidate that will carry details of every kind of election expenditure," said a source.

The EC has also asked citizens to call if they notice any violation of the model code of conduct or illegal expenses by candidates. Toll-free numbers have been announced both for the city and suburbs.

There is more vigilance and alertness, said Sharad Kumar, trustee, Action for Good Governance and Networking in India. He added: "The EC has tied up with the Director General of Civil Aviation so that if any private aircraft/chopper is hired for electioneering, the itinerary must be disclosed a day in advance. No bags are allowed and even the VIP is to be frisked by the pilot to ensure he's not carrying any inducements."
