MUMBAI: Medical services in all public hospitals across the state are likely to be affected as 4,000 resident doctors, including 2,000 from the city, have decided to go on an indefinite mass leave from Thursday. The strike call has been triggered by the thrashing of a junior doctor by a police inspector at the Solapur government medical college on Tuesday. The incident was caught in a CCTV camera.

The incident, recorded in the CCTV camera, took place early on Tuesday when senior police inspector Arun Waikar slapped Dr Prashant Patil for allegedly "being uncooperative". The footage clearly shows the senior cop grabbing Patil by the neck and dragging him through the hospital corridor. Two other police officers, seen in the footage, did not try to stop Waikar from bashing up the junior doctor from Dr VM Government Medical College.

An eyewitness to the incident told TOI that Waikar entered the premises around 2.15am for no apparent or official purpose and saw a pregnant woman being brought to the hospital casualty. He spotted Patil near the casualty corridor and told him to arrange for her prompt delivery. "Patil being a surgery student told Waikar that it was the job of the gynaecology department. He even called their number but no one responded. He then passed on the number of the labour room to Waikar and asked him to call them," said the eyewitness, also a doctor.

Patil told Waikar that he was accompanying a trauma patient back to his ward after a CT scan and therefore cannot desert that patient and start looking after another. "Waikar and his subordinates were clearly under the influence of alcohol. They beat him mercilessly without any provocation," said a member of Maharashtra Association of Resident Doctors. The doctors also questioned Waikar's presence in the premises given that the hospital no longer came under his jurisdiction.

The hospital authorities have lodged an FIR against Waikar. But the resident doctors want him to be booked under stringent charges. "Even two days after the incident no arrests have been made. On the contrary, they are trying to blame the resident doctor for not showing any urgency to carry out the delivery," said Dr Santosh Wakchaure, president, central MARD. "If not for the CCTV footage, even the institute head was not in favour of lodging a complaint," he said.

"We have urged the doctors not to go on a strike till the police complete investigation, but they are not in favour of waiting," said Dr Pravin Shingare, director, Directorate of Medical Education and Research.

City public hospitals are planning on keeping elective surgeries on hold. "Emergency procedures will be carried out with available pool of senior professors and lecturers. We will make arrangements as the day progresses," said Dr Avinash Supe, dean, Sion Hospital.
