She won the round, but there has been very little progress from the government's side. Now, as battlelines are being drawn between allopaths and homeopaths here over the state government's decision to introduce a bridge course to permit the latter to prescribe allopathic medicines, Gautham says it's time India took a fresh look at its health structure.
"The state cabinet's decision isn't directly related to our demand for basic doctors, but is a step in the right direction,'' she said. India needs "bigger shifts'' in its system if every citizen is to have access to healthcare. "There is a need to look afresh at the configuration of health services.''
The state government has cited lack of doctors in rural areas for its decision to introduce a bridge course. This shortage, said Gautham, is the result of a colonial past. "Our system was based on the Western European model that didn't take into account our country's requirements,'' she said.
Middle-level doctors, who were an integral part of rural India - basic doctors — was abolished so that allopaths would take care of the entire country. But the country never produced enough allopaths mainly due to the high cost of educating a medical student.
