"From January 1 up till now, we have charged a total of 33,270 motorcyclists and scooterists for driving without wearing helmets in the city. So the total compounded penalties taken is a little over Rs 35.21 lakh," said an official of Navi Mumbai traffic police.
Since on an average at least 100 bikers are killed every year in road accidents in Navi Mumbai, the traffic department wants to ensure that these fatalities can be minimised with the use of proper helmets (which have the 'ISI' marks).
"A maximum number of people on two-wheelers die due to grievous head injuries. So a helmet is the best way to protect your life. For the upcoming Road Safety Week next month, we will emphasise on the compulsory use of helmets," said deputy commissioner of police (traffic) Vijay Patil.
He added that though at present the traffic cops are only taking fines from the drivers of two-wheelers, by next year they may also start fining the pillion riders if they don't wear helmets.
In the year 2012, a total of 336 people were killed in 314 road accidents in Navi Mumbai. So far this year, 306 people have been killed.
Bikers who do not wear helmets are charged under Section 129 of the Motor Vehicles Act.
This section states: Every person driving or riding (otherwise than in a side car, on a motor cycle of any class or description) shall, while in a public place, wear protective headgear conforming to the standards of Bureau of Indian Standards; provided that the provisions of this section shall not apply to a person who is a Sikh, if he is, while driving or riding on the motor cycle, in a public place, wearing a turban; provided further that the state government may, by such rules, provide for such exceptions as it may think fit.
