State transport commissioner V N More has directed all private and government air-conditioned bus operators that before commencing any journey, the commuters will have to be given a compulsory "demo" --- on the safety equipment and passenger rescue operations in case of fire or any emergency. This is following a spurt in accidents such as fires in AC Volvos recently.
The demo, it is learnt, will be similar to the safety instructions provided in aircrafts before a journey, except that in buses, anybody, including
The bus driver, attendant or ticket-examiner will have to brief commuters, an official said. More will meet bus operators this week and inform them about the new directives and asked to comply.
"It may not be a part of the motor vehicle rules, but I want operators to comply in the interest of passenger safety," said More. Among the other measures he wants to implement is affixing a big sticker on the front side (near the driver's seat) mentioning all the Dos and Donts in an emergency situation and a detailed list of all the safety equipment in the bus.
"I also want small stickers to be pasted on the window side of alternate seats, mentioning where the safety equipment like fire extinguishers, hammers are situated.
"The commuters should also know how to open the emergency exit door or windows. I will ask operators to introduce safety cards to be kept on seat pockets that they can refer to," More added.
More wants each AC bus to have eight hammers. "Many buses have just one or two hammers. This is insufficient. In case of an emergency, passengers could need more hammers. We want the buses to be fitted with hammers -- with four on one side and four on the other side of the bus," he added. The hammers should be tied with a small chain. It is used to break open the glass window in case of fire or mishap.
More said that these were "simply but important" precautions. "Besides, we are also his department was trying to study the reason for fire on buses and suggest preventive measures." TOI had highlighted various reasons for an AC bus to catch fire.
Experts said a fire in the fuel tank or leakage was the reason for buses going up in flames. An AC Volvo has three fuel tanks. Faulty batteries could be another reason, they added. while fire can spread through electrical wire duct situated under the gangway/aisle. The engine of the bus is situated on the rear side and fires can originate here too.
Fires can also occur in the AC compressor and generator located on the rear side of the bus. Another reason and this is being probed in one of the recent fires -- carrying chemical/inflammable material in the luggage hold.
Seven people died died when a Mumbai-bound Volvo from Bengaluru caught fire on Thursday.
