Probe gives clean chit to IPS officer

MUMBAI: A high-level departmental probe has revealed that controversial IPS officer Bipin Bihari was not involved in framing a false case against builder Rajesh Chaturvedi.

If a high-ranking bureaucrat is to be believed, then Bihari has been given a clean chit in the departmental probe conducted by special inquiry officer and general administration department secretary Shrikant Deshpande. "It was a high-level probe. Deshpande examined a large number of persons, including Chaturvedi and senior police officials. Deshpande has concluded that there is absolutely no substance in the charges against Bihari. Deshpande has given him a clean chit," the bureaucrat said. He said a total of six charges, including framing of false charges against Chaturvedi, but all the charges were found to be not true. "Deshpande has submitted his report to the home department, which has accepted it and will be communicated to Bihari too," he said.

In the wake of the complaint against him, Bihari, an officer of the 1987 batch, was suspended on March 11, 2008. Subsequently, since the state government was unable to complete the departmental probe against him within a stipulated period, Bihari was reinstated in August 2010 on the directives of the Central Administrative Tribunal.

The main charge against Bihari was that he forced his junior officers to register two different cases against Chaturvedi at Juhu police station in February-March 2007. The complainant in the case was another builder Rashmikant Shah, who had dispute with Chaturvedi over a Rs 500-crore redevelopment of a plot in Kalachowkie. Then it was alleged that Bihari arranged for money and a revolver, which his offices mentioned as recovered from the arrested accused.

"The inquiry officer examined all the charges against Bihari and has exonerated him," the bureaucrat added.
