"The wages of convicts in Maharashtra are much less than the minimum amount prescribed under the employment guarantee scheme, which is Rs 120 per day," said a senior prison official. "At present, skilled convicts in the state are paid Rs 40 per day, semi-skilled convicts Rs 35 and unskilled convicts Rs 25. We studied the wage pattern in Tihar, Karnataka and Gujarat prisons and are in the process of providing wages that are on a par with those in Karnataka."
In Karnataka, high-skill convicts receive Rs 90 per day, skilled convicts Rs 80 and unskilled convicts Rs 70, said the official. After six months of training, an unskilled convict is eligible for a skilled convict's wage.
The home department has set up a committee, headed by inspector general of prisons and comprising additional labour commissioner (Pune), joint director of industries, DIG (prisons) and Pune jail superintendent, to decide on the wage hike. "The committee has been asked to submit its report within a month so that the wages can be hiked from August," said the official.
A multi-crore plan has also been drafted for modernization of jails. "The recent attack on gangster Abu Salem has highlighted that security in our prisons is not adequate. We will come out with a new action plan,'' said the official. "State-of-the art weapons, CCTV cameras and high-capacity scanners will be procured for all jails in the state."
