Negligent civic officials cause revenue loss to BMC

MUMBAI: In yet another example in which the Brihanamumbai Municipal Corporation (BMC) has lost revenue due to the negligence of the civic officials.

In note prepared by the municipal chief auditors department, it has come to light that license inspectors from two wards, G-north (Shivaji Park) and F-north (Sion, Matunga)have accepted cheques for renewal of licence for hoardings for the year 2010-2011, the cheques remained with the licence department officials without remittance in the municipal treasury.

According to civic norms, when the licence to put up a hoarding expires the owner of the hoarding needs to pay advertising fee to the senior inspector of the licence department to get it renewed.

"Officials of the licence department of these two wards took the cheques, renewed their licence but didn't deposit the money with the civic body and hence the cheques got lapse," said Sandeep Deshpande, corporator, Maharashtra Navnirman Sena, who raised the issue in the civic standing committee.

Deshpande said that this was the case in all the 24 wards of the city and the civic body was loosing roughly Rs 350 crore as revenue due to the negligence of the civic officials.

According to civic statistics there are about 8000 licensed hoardings.

According to the auditors note the civic officials have kept a cheque with them for a period of August 2010, to May 2011 after a publicity company paid them to renew the licence for a 20X 20 hoardings.

"It was surprising to know that the cheques were not remitted, party is not informed about the discrepancies and no action has been initiated against the defaulting persons," said the note.

Additional Municipal Commissioner, Mohan Adtani, said, "I have ordered an inquiry in the matter. If due to paltry reasons there has been a revenue loss to the civic body then it's a very serious issue."

Standing committee chairman Rahul Shewale said that the BMC could conduct a thorough vigilance inquiry into the lapses and check whether there was any mischief on the part of the officials.
