"The police can arrest the accused and justice can be done but it is a sad state that these incidents occur in schools. There have been over a dozen such cases in the city in the past two years," said A N Tripathi, member secretary of the commission.
The MSCPCR panel observed that it was binding on the school to take preventive measures. "If a school is opened, the management must take care of the safety of the children. The school must be careful when hiring employees, even on contractual basis and a thorough check must be conducted," said Tripathi. In the past, several incidents have been reported where such crimes are committed aboard the school bus or on the premises.
The commission will ask school managements, education department officials, NGOs and the police to chalk out a plan to ensure that such instances do not happen. "It must be the moral responsibility of the schools. If they fail to take preventive measures, school authorities must be held responsible," he said. An order to this effect is expected to be passed by the commission soon.
The commission on Friday was hearing the case in which a four-year-old girl was allegedly raped by her supervisor in a school in Bhandup in December 2014.
