At a day-long workshop organized by the state's top bureaucrat, women officials of the rank of deputy collector and above from across the state expressed concern over not only stress at work, a glass ceiling and unkind transfers, but, shockingly, lack of safety at workplaces and unavailability of basic facilities like clean toilets.
Women and child development secretary Ujwal Uke, senior bureaucrats Medha Gadgil, Manisha Mhaiskar, Malini Shankar and state women's commission secretary Shomita Bishwas participated along with hundreds of women officials of the revenue, sales tax, forest, home, finance, rural development and water conservation departments.
Chief secretary J S Saharia assured all possible steps to solve the issues. "All the issues raised by the women bureaucrats and officials should be published in a booklet and the suggestions should be implemented in a time-bound period," Saharia said.
It was the first time a chief secretary had taken the trouble to find out the problems of his women colleagues. The trigger was the complaints he got, especially in the rural areas, while touring the state a
week after taking the reins of the state bureaucracy.
"Saharia took a lead in organizing the workshop. We feel it will go a long way in resolving the issues raised by us," a senior woman bureaucrat said.
The most common complaint was the lack of basic facilities at workplaces, particularly in the rural areas. "Women officials brought to the notice of the chief secretary that there were no toilets at workplaces and even minimum health facilities too were lacking," the bureaucrat said.
Another key issue that emerged was the difficulty women officials face in getting accommodation and basic facilities on official visits to the state capital.
"Male officials adjust with their colleagues, but that is not possible for women officials,'' she added.
A section of women officials were most bitter about the lack of transparency in posting and transfer of officials. "Rahul Gandhi says the Congress is committed to women's empowerment, but we feel it's far from the truth. Gandhi must study the situation in Maharashtra. When it comes to posting and transfer, all plum assignments are grabbed by male officials," the officer said, adding that often male colleagues do not bother to respond to summons of the cells against sexual harassment set up after the Visakha judgment of the Supreme Court.
