'Shivaji Park buildings off new heritage list, but with riders'

In a development that will bring relief for thousands of families that live around Shivaji Park, the heritage review committee has proposed to delist the historic precinct from the new draft list of heritage structures. At the same time, though, it has suggested a set of urban redevelopment norms for these buildings to retain the locality's original character and aesthetics.

This method, say experts, could be the answer to Mumbai's problem of heritage versus development.

The report- endorsed by municipal commissioner Sitaram Kunte-was sent to the state government for its final decision in the first week of March.

The review committee, headed by retired IAS officer Dinesh Afzulpurkar, was set up in 2013 to take a relook at the new heritage list after it attracted more than 3,000 suggestions and objections. Of these, 800 were for the Shivaji Park area alone.

The committee has proposed to retain the Heritage Grade 1 status for Shivaji Park maidan and the horse-shoe roads around it. While the buildings can be delisted, a set of redevelopment norms will be created specifically for the area to retain its inherent character.

Senior civic officials said if this method-ensuring that buildings are protected with specific redevelopment norms without landing on the heritage list-works, it could be duplicated in other localities across the city.

There are 47 precincts in the new proposed heritage list. The committee will take suggestions for all and submit a separate report on them.

A total of 188 buildings fall under the Shivaji Park precinct, and house more than 3,000 families.

Senior civic officials told TOI that under Section 33 of the Maharashtra Regional Town Planning (MRTP) Act, the BMC can create urban design norms for a specific area. The committee has proposed that buildings in and around Shivaji Park should stick to a height to 34 metres -11-12 floors-excluding stilt and parking floors.

Specifications have also been given for the building's design aspect, which includes the compound wall height, front facade, window pattern and grills.

Residents and politicians had criticized the inclusion of Shivaji Park precinct in the new list, fearing that the redevelopment of its buildings would be halted.

Developers are not keen on projects that require heritage committee permission for every decision.

"The purpose of heritage status is to protect a building from haphazard development. But with these rules, the buildings can be still protected and kept in sync with their current character without residents having to move the heritage committee time and again over small things. We have, therefore, proposed to delist the precinct and conserve the buildings at the same time," said a senior state urban development department official.

Since Shivaji Park buildings are more or less similarly structured, the FSI potential for most will be the same.

This would, therefore, ensure their redevelopment is regulated.
