Observers said the Aam Aadmi Party (AAP) may not be enamoured of the constituency, while the Raj Thackeray-led MNS is yet to announce its candidate.
Poll pundits compare the present scenario with the 2009 Lok Sabha elections, when the MNS tilted the scales in Nirupam's favour by bringing about a split in anti-Congress votes. The Sena-BJP combine promptly slammed Raj for helping the Congress. "Much depends on whether the MNS can bail us out this time," a Borivli taluka Congress activist said on Saturday.
The MNS may skip the constituency, in keeping with its strategy to mainly close in on Sena seats, a party leader said. MNS MLA Pravin Darekar, or his brother, Prakash, could join the fray if Raj is keen on getting rid of the charge that he loves to play second fiddle to the Congress.
"The MNS will make no difference to me. My good work in Mumbai North is my USP," Nirupam said. The MP is quick to flaunt his report card of five years. "I got foot overbridges in Poinsur and Borivli, and also the makeover of Borivli railway station, for which the railway ministry and other agencies earmarked a handsome amount. Dahisar residents can get their railway reservations done on computers due to my persistent efforts," he added.
"What is of supreme importance is that Nirupam is accessible to people," said Pravin Mehta, a cloth merchant from Kandivli.
Nirupam is optimistic of support from slum-dwellers in view of the Democratic Front government's latest policy to offer protection to post-2000 slums.
Local Congressmen said Nirupam can legitimately blow his trumpet on deemed conveyance. "Sanjay doggedly pursued the issue with the state government and made files move at the Mantralaya. It helped thousands of co-operative housing society members," said Hiren Joshi, a Congress worker from Borivli.
But Shetty was quick to rubbish the claim. "The deemed conveyance policy materialised in 2008, and Nirupam was elected a year later. He cannot claim credit for something he has not done," the BJP legislator said.
Shetty said his strong point was his decade-long stint as Borivli MLA and his term as corporator in the 1980s. "I devoted my attention and my funds as MLA to improve roads, provide water to slums and create, wherever possible, green patches for citizens," he said. "If elected, I will concentrate on firming up the railway network, which is Mumbai's lifeline. There is no need for huge funds or to amend laws. The railway administration has to be made accountable to suburban passengers," he said.
That Narendra Modi is the 'flavour of the season' will be an additional advantage for Shetty, political observers said. Shetty's no-nonsense style of functioning also strikes a chord with many.
BJP veteran Ram Naik won the Mumbai North seat in 1989 but lost it to actor Govinda (Congress) in 2004, and then to Nirupam in 2009. Of the six assembly seats which form the Lok Sabha constituency, only Borivli and Charkop are with the BJP. The Sena and MNS have one seat each, while two are with the Congress.
