MUMBAI: City police commissioner Satya Pal Singh has instructed the city policemen to video graph the police escort parties that transfer the inmates from various jails to the courts. "This is to check if a policeman is befriending an accused beyond the limit or how is he behaving with the inmates," said a police officer.

A senior IPS officer said while there was no such circular, the commissioner issued instructions. "It could be because of the Indian Mujahideen's suspected operative, Afzal Usmani, escape episode. Usmani fled from the Mumbai Sessions court premises and was caught on the Indo-Nepal border a month later. The commissioner's instruction is to send a message that the escort parties are being monitored," the officer added. There have been allegations of cops taking money to allow inmates to meet their relatives in the court/hospital premises and even acting as messenger for them.

The job to video graph may be given the personnel of Special Branch, which is city police's intelligence wing. "A police escort team may be video graphed even outside the jail premises, or on their way to court or hospital. The movements of policemen and their body language along with the inmate will be observed and if someone is found hand in glove with the inmates, he/she may face action," said a police source. However, many think whether instructions will really work?
