Chief minister Prithviraj Chavan leads the list of senior ministers, politicians and bureaucrats, who don't believe that NCP president Sharad Pawar won't be contesting the ensuing Lok Sabha polls.

Chavan says even his trusted aides and supporters strongly feel that whenever Pawar says no, in reality, he means yes and vice versa. It will be too early to comment on Sharad Pawar's statement that he has made up his mind to opt for the Rajya Sabha route to enter the Parliament.

In 2009, the Maratha strongman had announced that he would not contest the general election. However, a month ahead of the polls, he shifted his constituency from Baramati in Pune district to Madha in Solapur district, which is Union home minister Sushilkumar Shinde's hometown.

Then Sharad Pawar's daughter, Supriya Sule, had successfully contested from the Baramati parliamentary constituency. A few months ago, Pawar had declared that hereafter he would not contest the Lok Sabha polls. His nephew, Ajit Pawar, declared that Sharad Pawar would be the NCP's nominee for the February 2014 biennial elections to the Rajya Sabha from Maharashtra.

Chavan made his observations during an informal chat with journalists. Even senior NCP leaders believe that Sharad Pawar will change his plan and file nomination papers for the Lok Sabha at the last minute. Since most poll surveys have predicted further downfall of the NCP, every seat will be crucial for him. Under such circumstances, the chances of Pawar contesting the Rajya Sabha polls are bleak. Since Pawar is in the race for the PM's post, he will always prefer to contest the Lok Sabha polls instead of a back-door entry, says a NCP minister.

Tale of 2 graft campaigns

The CBI and state ACB have separately launched a SMS campaign against corruption, but the CBI's campaign appears to be more aam admi friendly. Besides a landline number, the CBI has given a cell number of an officer along with the email address of the police superintendent (anti-corruption), while the state ACB has given the general number of its Worli office and a toll-free number. If an individual has to share crucial information on corruption, he will prefer to interact with a senior officer of the ACB. It's high time that the state ACB learns lessons from the CBI on transparent administration and impressive conviction record. The CBI was able to secure conviction in 72% of the cases, while the state ACB's performance was dismal.

In Mumbai, the state ACB secured conviction in less than 16% of the cases. Even on sharing of information, particularly with the media, the CBI is more articulate. Most of the crucial information is not only available on the website, but it is always case specific. The state ACB has never made an attempt to provide adequate information. Some months ago, the ACB removed crucial pages on permission granted for conducting an open inquiry against high-profile bureaucrats and IPS officers from its website without assigning any reasons. The specific page was removed from the website at a juncture when the Bombay high court was hearing a PIL on prolonged delay in granting approval for prosecution of officials.

Waste disposal woes

Nagpur civic chief Shyam Wardhane has lead the way in drafting an action plan for disposal of municipal solid waste. Wardhane made a brief presentation before the Planning Commission on effective utilization of leftover food and vegetables for generation of methane gas. The plan panel has approved the Rs 20-crore pilot project, which will be implemented in a time-bound period. If Nagpur civic corporation can take the initiative, why are other corporations and the BMC lagging behind.

The BMC and successive civic chiefs in Thane made an attempt to draft an action plan for disposal of solid waste, but not a single proposal has taken off due to lack of will and rampant political interference.

In Mumbai, after BMC entered into an agreement with social worker Brijmohan Mundhada for disposal of solid waste, it appeared that the BMC has achieved its goal. But later without assigning any reason the pact was terminated.

Subsequently, the contract was awarded to a private firm for a huge cost. Currently, following a complaint lodged by MLA Baba Siddiqui, chief minister Prithviraj Chavan has ordered a probe into the deal.
