Negative marks to halt rogue drivers

MUMBAI: Inspired by traffic rules in several advanced countries like the US, city traffic police have proposed a'negative marking' system, where every traffic offender will be allotted points depending on gravity of the traffic offence committed.

Those who earn a considerable number of points may have to face consequences ranging from their licence being disqualified for a few months to revocation of vehicle's registration. If approved, it will be the first time such a system will be implemented in the country.

"A committee under the additional director-general of police (traffic), comprising deputy police commissioners of Pune and Mumbai. The group proposed awarding negative points depending on the severity of an offence . The proposal has been put up before the government for perusal. If approved, it could be launched in all 10 police commissionerates in state," said joint commissioner (traffic) Vivek Phansalkar.

Plan to track and penalise motorists

The city traffic police have proposed a new system under which minor offences like signal jumping, unauthorized parking, lane-cutting , fancy number-plates , helmetless riding, riding without seat-belt or driving into a noentry will be awarded one negative point each. Speeding will invite three negative points, dangerous driving will invite five negative points while drunk driving will invite 10 negative points.

"A motorist who earns 10 negative points will have his licence disqualified for three months. Earning more than 20 negative points will result in revocation of his licence or suspension of his permit. More than 40 points will result in registration of the vehicle being disqualified for three months and earning more than 50 points will cause complete revocation of the vehicle's registration," said joint commissioner (traffic) Vivek Phansalkar. The proposal is now before the state government for approval.

However, a motorist can re-apply for a driving licence which has been revoked. "The motorist would have to wait for six months from the date of revocation of licence and then undergo training from a motor driving school for a month. He will also have to appear for RTO exams and pay four times the current fee to apply for a new licence," said an official.
