Citizens prepare vision document, seek to make Mumbai child-friendly

MUMBAI: For the first time in the city's civic history, the Mumbaikars have prepared a People's Vision Document to assist the municipal corporation in revising the city's development plan (DP) for period 2014-34.

The People's Vision Document, which was submitted to the Brihanmumbai's DP department on Friday, has participation from more than 30 NGOs and residents' groups, along with Urban Design Research Institute. One of the recommendations was to make Mumbai a child-friendly city via DP 2014-34. The suggestion was mooted by child rights' organizations as "children constitute the biggest population group in the city".

With the People's Vision Document (PVD), citizens attempt to challenge and break the BMC's exclusionary planning and non-participatory mechanisms that decide the future of the city. Urban planners say the DP process, till now, has not been participatory and has been a perfect example of a top-down secretive process. The development plan defines land-use patterns in the city, sets floor-space index norms for various areas, and details terms for schools, colleges, hospitals and opens spaces for a given populace. The last such plan was formulated in 1991. At present, the state government runs only 20 special schools, and that too only for children suffering from intellectual disability and cerebral palsy. There is a demand for 50 more special schools—10 each for children who are visually impaired, hearing impaired, disabled, and those diagnosed with autism and learning disability.

There are around 15 lakh children (0-18 years of age) who live in the city's "informal settlements" and due to the state's apathy have no access to basic services. These children also do not have access to spaces for recreational activities, games and play, the organizations said.

"The DP needs to consider space for child learning centres where the children can explore their skills and experiment with creative ideas. The DP needs to reserve at least one Balbhavan in every administrative ward that can act become a space for recreation and learning," said architect and city planner Aravind Unni of the NGO Yuva.

Unni added that such spaces can be located in multi-purpose amenity centres that also house other state amenities required specifically by the ward population.
