THANE: Strict enforcement of law against chain-snatchers may have positively curbed the daring street crime in Thane in recent times, however, more than 50 per cent of such cases registered during 2012 remain undetected by the Thane police.

Of the total 539 incidents of chain-snatching registered by Thane police up till from January-November 2012, just about 48 per cent or 258 incidents could be detected, indicating that two out of four such cases go undetected.

The dismal police performance in detection of street crimes, largely targeted at the vulnerable groups such as women or senior citizens, has sought to create a sense of general insecurity among Thaneites, especially because the armed offender who robbed them and caused physical harm is roaming free on the streets searching for his next victims.

Police records reveal that of the total Rs 3.64 crore worth of jewellery robbed by the robbers, mostly on bikes, the valuables recovered are worth just Rs 1.12 crore.

Top police officials, however, said that a firm-fisted implementation of the laws and stricter penalties has had the desired impact on gangs or freelancers involved in chain-snatching incidents in the lake city.

Thane police invoked the stringent Maharashtra Control of Organised Crime Act (MCOCA) against more than 70 persons who were found to be operating in gangs to rob the gullible citizens. The law facilitates the police to ensure their custody for longer periods and the punishment on conviction for their crimes in also severe as against those booked on charges of theft or robbery.

If that was not, we have also initiated measures to seal the immovable and movable assets of the repeat offenders and all these have sort of instilled a certain fear about deterrent action. It has given us positive results as in the lat two months the burglary and chain-snatching rate has fallen drastically,'' a police official said requesting anonymity.

Statistics reveal that as against a minimum of two incidents of chain-snatching recorded each day from July to October 2012, effective policing and fear of deterrent action has helped reduce street crime in Thane city.

During November and December, there were 33 and 21 incidents of chain-snatching respectively, as against 65 and 56 incidents registered during September and October. The wide media coverage about us invoking MCOCA against gangs, including two women, has had the desired impact. Moreover, we have also booked a couple of jewelers who were involved in the cartel and have initiated legal proceedings against them,'' an official said.
