A calling attention motion on garbage vehicle operators in Mumbai involved in big scams, illegally dumping debris in mangroves for land filling was raised in the legislative council on Friday by Congress legislator Sanjay Dutt, Shiv Sena legislator Anil Parab and others.
Replying to the supplementaries, Fadnavis said BMC would be directed to monitor contractors and strict action to be taken against anybody who violates stipulated norms.
"All garbage dumpers will be fitted with GPS tracking devices so it will be easy to track where exactly the garbage is being dumped," said Fadnavis.
He informed the House that Deonar, Kanjurmarg and Mulund dumping grounds fall in the Coastal Regulation Zone area and thus less than 50 percent of the land can be used for dumping purposes.
"We have approached the Ministry of Environment and Forests to discuss the issue. We have received a favourable reply and we hope that this issue will be resolved soon," said Fadnavis.
He said to give an impetus to Prime Minister Narendra Modi's Swachh Bharat Abhiyan, the state government has asked all municipal corporations across the state to allocate at least 25 percent of its annual budget for waste disposal and management. Unless, this condition is met, the local self bodies will not receive any grants from 14th finance commission.
The municipal corporations will also have to segregate garbage at source if they want land to dump its waste.
"All the municipal corporations in the state including Gram Panchayats will have to allocate 25 percent of its fund for Swachhta Abhiyan. Only then will they be eligible for grants from 14th finance commission," he said.
"The MCGM has tried to implement various technologies for the management of the waste but all of them have proved inefficient. The guidelines framed by the Union government will have to implemented by all municipal bodies. Segregation and processing of dump will be necessary before the government allots land to dump waste," he said.
