MUMBAI: A month after city RTOs introduced online registrations for final driving tests, citizens allege that the entire process is a fiasco.

One glaring aspect could be the ratio of those applying for learner's licence vis-a-vis those giving the final tests. Online registration is a must in both cases. While 400 can apply for a learner's licence daily, when it comes to applying for the driving test, after a month, there are only 230 slots available. The slots, according to RTO, are calculated on the basis of available manpower and infrastructure. However, this leaves the surplus number of applicants as many as 170.

Firstly, they do not get any guarantee of bookings in another slot. Besides, they get into a cumulative list with other surplus applicants (who apply daily).

"The software is not at all user-friendly, and the system has several flaws," said Jayesh Karnik. "Online bookings for slots are over within minutes just like with railway reservation. I've been trying for over a month. And bookings have already been done for two months. It's frustrating."

A senior RTO official admitted that getting an online appointment is "very difficult". "This, besides manpower shortage at RTOs and poor infrastructure has left the public fuming. We cannot accept more than 200 to 230 bookings for the final driving test though the demand is high," he said.

The actual demand for a learner's licence shoots up to 1,200 a day, but the RTO disburses only 400. "If the government increases staff and improves machinery, we can cater to this huge demand," said an RTO official.

An applicant alleged that some RTO officials are insensitive to complaints about the online flaws.

He further pointed out that the website does not provide proper guidelines to applicants and it is often difficult to log on to the site. "In the past, bookings were accepted on Saturdays but, of late, I saw Saturday was shown as a holiday. There is no notice given to citizens either on boards outside RTOs or through the media," he said.

A transport official defended the system, saying it ensured "transparency", kept "touts at bay" and generally, of 10 people applying for a learner's licence, only six appeared for the driving tests.
