Transport dept to meet private cab aggregators today, set rules

MUMBAI: The state transport commissioner's office has called a meeting of all private cab rental aggregators in Mumbai region on Wednesday. Sources said the latter will be asked to get police verification done for all drivers and also get their services "regulated", or face a crackdown.

However, it is not clear what regulations will govern private taxi aggregators. A senior transport department official said, "Operators like Meru and Tab Cabs come under the purview of the state fleet taxi scheme (for radio taxis). They are governed under the Motor Vehicles Act and the government fixes the fare. However, the unregulated taxi operators have a different fare structure (with a minimum charge for 5-7 km). Also, they operate under all-India tourist taxi permits."

A source said senior transport officials will insist that the private cab aggregators get "registered" with the government and apply for licences from the state. "For a fleet taxi licence, one needs to apply to the state government and obtain approval to operate in the Mumbai Metropolitan Region. One also has to pay a licence fee of Rs 1 lakh and obtain permission from the transport department to operate after finalising the terms and conditions of operation," said an MMRTA member.

The official further stated, "You have to furnish all details about passenger safety and what measures you will adopt to ensure security of women travellers. If there is a GPS tracker, we need to ensure it is foolproof. Also, there should be a proper control room and helplines for passengers to call for booking/in an emergency situation/lodge a complaint." "However, operators like Uber and Ola Cab are in a completely new area as they are only service providers. We will discuss cab aggregators' suggestions and try to incorporate some," another official said.
