The fitness tests for are a must to check their running condition, hygiene and to ensure that operators or owners comply with passenger safety norms. If a vehicle does not have the test certificate, it is difficult to claim insurance in case of an accident. The high court has laid down procedures to be followed while conducting the fitness test.
Deputy regional transport officer Sanjay Dhaygude said that RTO flying squads will soon nab errant operators plying vehicles without the certificate. He said that a transport department survey recently showed that 65% to 70% of vehicles in Mumbai metropolitan region had taken the fitness test. "So, at least 30% vehicles are plying without going through the test. This is not in the interest of commuters or drivers," said Dhaygude.
State transport commissioner Mahesh Zagade said that rules mandate that the fitness test be conducted periodically and vehicle owners cannot skip it. "Those caught will be dealt with sternly," said Zagade.
According to rules, an RTO official needs to inspect all documents, working of steering wheel, gear box, clutch, etc, ensure that seats are in good condition, that there is adequate leg space and baggage hold area, handles and doors/windows are not broken, meters (for taxis and rickshaws) are foolproof and with proper seals and vehicle have undergone pollution checks.
