The advisory panel member of CBFC has been identified as Sarvesh Jaiswal and the authorized agent for censor certification is Shripati Mishra, who acts as the interface between movie producers and the CBFC. Sources said these were the first such arrests in Mumbai.
A 1997-batch Indian Railway Personnel Service officer, Kumar took charge as the board's CEO in January.
The CBI said the complainant, an authorized agent for censor certification, had approached the CBFC on behalf of a producer of a regional language film, 'Mor Dauki Ke Bihav', for its early clearance. The film was to be released on August 15.
CBI officials said they had been receiving information about bribe demands by Kumar. "Unless the producers approached the CBFC through select agents, he would delay issuing censor certificates," an official said.
The CBFC is a statutory body under the ministry of information and broadcasting, which regulates the public exhibition of films under the provisions of the Cinematograph Act 1952. Films can be publicly exhibited in India only after they have been certified by the CBFC. The board, whose chairperson and members are appointed by the central government, is headquartered in Mumbai. It has nine regional offices and advisory panel members, who are nominated by the Centre, assist the regional officers in certification of films.
Late on Thursday, the CBI said they were conducting raids on the premises of Kumar, Jaiswal and Mishra.
