In a petition filed before the MERC, and which will come up for hearing in August, the BEST mentions: "We seek a mechanism to allow migration of only low-end residential consumers, in order to avoid cherry picking of our consumers...Also, we request MERC to issue specific directions to TPC or any other distribution licensee in the BEST's licence area of supply, regarding the capital expenditure to be undertaken in the common licence area with the BEST, and to ensure that such licensee does not carry out selective network roll out plan, and to protect the interest of remaining consumers of BEST."
MERC is yet to finalise granting (renewing) of licence to TPC. TPC officials said they were creating a capacity to serve more than 14 lakh consumers by 2018-19 which is about one-third the current total consumer base of Mumbai.
Of thesey, more than eight lakh network capacity are likely to be around the slum dominated areas, sources in TPC said.
A company spokesperson further stated: "Tata Power will continue to supply power to consumers in areas of SoBo where it has its own electricity distribution network. Across city, it has been successful in setting up 333 Km of HT network and 437 of LT network and has invested Rs 1000 crore. Laying of network in a congested city like Mumbai is a great challenge for any utility. We have achieved a reasonably decent network progress and continues work towards expanding network in the entire license area."
