Traffic police rope in auto, taxi unions to check refusal menace

MUMBAI: The traffic police have joined hands with autorickshaw and taxi unions to launch a campaign against refusals. 'Say No To Refusals' will be carried out on the lines of the traffic police's successful anti-drunk driving campaign.

"Initially, we plan to launch the drive in the northern, western and eastern suburbs. We had meetings with union members last month. In the first stage of the campaign, our personnel, accompanied by union members, will counsel errant auto and taxi drivers whenever a refusal is brought to their notice. If the driver continues to refuse passengers thereafter, there will be action against him," said DCP (traffic) Pratap Dighavkar. In the past, whenever errant drivers were booked, they would complain of harassment to the unions.

"Out of the 16 traffic divisions in the suburbs, one sub-inspector and seven constables from each division will be deputed to coordinate with union members. The problem of refusals peaks in Bandra (East), outside Dadar, Chembur and Kurla stations, and at various bus stops," said Dighavkar. Union members have promised to ensure that if a driver is unable to ply due to a genuine reason, he would help arrange for another cab or auto.

Traffic cops have learnt that the main reasons drivers refuse passengers are: lunch break, return home, looking for a gas station and looking for a passenger headed for a destination of convenience.

"About 1,400 of our traffic constables are going to act as problem solvers once the campaign starts," said Dighavkar.

If cops succeed in this mission, Mumbai will be rid of one of its biggest everyday menaces. But, for the campaign to succeed, it has to be sustained over a period of time till drivers understand this is a continuous process (just like the anti-drinkand-drive campaign). Refusals peak during certain times of the day and at certain places; cops should identify these with commuters' and activists' help and involve them to get honest feedback and breathe life into the campaign.
