The civic administration has been flooded with complaints of municipal staffers not being available for the public during office hours. The attendance register, however, shows full work force in the various civic offices in the region. The staffers' of the four municipal councils and 53 villages that merged to form the municipality are believed to mark their attendance and leave for personal work. Further, there is no record of employees leaving office for carrying out official work, including attending court hearings.
Acting municipal commissioner Govind Rathod has directed all department heads to maintain a 'movement register' of employees. Staffers leaving office during work hours will have to make entries in the 'movement register' giving details of place and purpose of their remaining absent from their work station. Employees leaving office after obtaining adequate permission from their superiors' will also have to make an entry in the 'movement register'.
Public visiting municipal offices to make tax payments and those applying for birth and death certificates have to make several rounds in the absence of the concerned civic employees.
