Bureaucrats no longer lag behind ministers. Whenever, there is a proposal to rename a road or a complex, a minister will insist that it should be named after his mother / father or himself.

In Aurangabad, the hometown of school education minister Rajendra Darda, it was found that the civic body unanimously passed a resolution to rename a road built for Rs 25 crore after a senior bureaucrat, who was recently shifted to Mumbai on an insignificant assignment.

A proposal to construct a four-lane road in the heart of the city was pending with the civic body for a long time. Then the proposal was taken in the general body of the corporation and after the contract was awarded, a resolution was passed unanimously, stating that the road should be named after a former civic chief.

If a senior official of the Aurangabad municipal body is to be believed, then at no stage did elected office-bearers or the statutory authorities oppose the proposal.

In the recent past, it was for the first time that a municipal body resolved to name the road after its former civic chief. So far, the name of a road was the exclusive domain of a politician. There are very few politicians who have not named roads or complexes in their constituency in the name of their kin. In the event they are not obliged, then the ministers or politicians will ensure that the entire project is thwarted.

IPS officers skip top cop's dinner

A dinner hosted by DGP Sanjeev Dayal was marked by absence of high-ranking bureaucrats and police top brass. Speculations were fuelled after Dayal sent an invite to select IAS and IPS officers. It was believed that Dayal was hosting the dinner since he was shifting to Delhi on an assignment.

Later, it was informed that no decision has been taken on his posting and the dinner was for an interaction with senior IAS and IPS officers. Prominent among those who did not attend the dinner included additional chief secretary (home) Amitabh Rajan, the "chief secretary-in-waiting". Significantly, chief secretary J K Banthia spoke to every bureaucrat and IPS officer during his brief stay.

No doubt the attendance was not as per expectations, but surprisingly IPS officers from the DG's office did not attend the dinner. In IPS circles, it is be believed that it was Dayal's attempt to bridge the gap between senior and junior IPS officers and also the officers who were inducted into the IPS from the state police service. For a long period, state police service officers inductees have said they have been ignored and treated as outsiders and "untouchables". In fact, after the last meeting of the IPS association presided over by Dayal, some officers, who were inducted into the IPS from the state police force, declared their intention to form an independent association. It is high time that direct IPS officers must take stringent measures to accommodate the promoted officers, says a former additional DG.

Flooded with aid

State ministers and bureaucrats will have to take lessons from NCP chief Sharad Pawar on how to steal the limelight. After a high-level central team went to flood-hit Vidarbha, Pawar too visited some villages to survey the damage.

A day after Pawar's visit, the Centre announced financial assistance to tackle the situation. Senior NCP leaders from the Vidarbha region took credit for the financial assistance saying that it was due to Pawar's efforts that the aid had materialized. Soon after heavy rain lashed major parts of Vidarbha, CM Prithviraj Chavan was the first to rush to the affected villages to take stock of the situation. Chavan was followed by a team of bureaucrats led by relief and rehabilitation secretary Milind Mhaiskar.

He visited even those villages where no politician was able to reach. Later, Mhaiskar drafted a report on the damage caused to properties and crops and financial aid to tackle the situation. Taking note of Mhaiskar's report, the Centre dispatched a team to visit Vidarbha that accepted the findings and released cash.
