BMC takes stringent action against point-of-sale tobacco advertising

MUMBAI: In a recent development, Brihanmumbai Municipal Corporation (BMC) brought down display banners which advertised tobacco products at point-of-sale in 16 wards as they violated laws under COTPA (Cigarettes and Other Tobacco Products Acts). Reports on the same have been submitted to the Superintendent's office.

This action by the BMC is a result of a survey conducted by Salaam Bombay Foundation in and around Mumbai (24 wards) in May to assess the status of implementation of rules prohibiting tobacco product advertising at point-of-sale.

SBF shared the outcome of the survey with the BMC license and advertising department.

The survey revealed that 71% of the tobacco-selling shops in the wards surveyed are violating the laws under COTPA that prohibits point-of-sale advertising of tobacco. Also, 98% of the shops do not display proper warning as per COTPA regulations against the use of tobacco. The study also found out that 95% of the display boards promoting these tobacco brands were created by the companies itself, indicating the level of interference by the tobacco companies.

B Sathe, superintendent, BMC license department, said, "The BMC continuously strives to work for the betterment of the city. The survey conducted by SBF brought to our notice the widespread violation of the COTPA law and we have taken stringent action against the violators. Also, we will ensure strict punishment in case of further non-compliance of the law."

To mark the start of a campaign to remove all cigarette advertisements at point-of-sale, the foundation had initiated an enforcement drive at Azad Maidan on May 31 (World No Tobacco Day). Children along with some victims of tobacco consumption visited the nearby pan shops to spread awareness of the COTPA laws and ill effects of point-of-sale promotion on the younger generation. They also put up warning boards on these pan shops as prescribed by the law.

Talking about the removal of display banners, Devika Chadha, programme director, Salaam Bombay Foundation, said, "We express our gratitude towards and appreciate the efforts of the BMC License and Advertising department, especially Mr. B. Sathe. With such unrelenting support from the authorities we can hope to completely curb illegal promotion of tobacco in Maharashtra."
