MUMBAI: A day after the Karnataka police filed two criminal cases against R R Patil for promoting enmity between two communities and for breaking the model code of conduct, the Maharashtra home minister defended the statements he made about the border regions of the state in Belgaum on April 7. He said he had only reiterated what both houses of the state legislature have said in resolutions calling for the protection of the interests of Marathi-speaking people in border areas. P 6

A day after the Karnataka police registered two criminal cases against state home minister RR Patil, he said on Thursday that the statements he expressed at a public function in Belgaum were in keeping with resolutions passed by both houses of the Maharashtra legislature on protecting the interests of Marathi-speaking people in the Maharashtra-Karnataka border areas.

"I have had no official intimation of the cases. I have been told that the Karnataka police have registered two criminal cases against me," Patil told TOI on Thursday. "Prima facie, it appears that the law-enforcing agencies there did not understand my speech. I used some Marathi proverbs and they took the actual meaning of the words. I will take note of the cases once I receive the papers."

Patil was in Belgaum on April 7 to attend a function organized by journalist Kiran Thakur, who has launched a movement for the cause of Marathi-speaking people in border areas. On April 9, the Karnataka police registered two separate cases against Patil. The first was under Section 153-A of the Indian Penal Code for allegedly promoting enmity between different groups on grounds of religion, race, place of birth, residence or language. The second case was under Section 125 of the Representation of the People Act, for allegedly promoting enmity between classes in connection with an election. Apparently, the provisions of the Representation of the People Act were invoked because the model code of conduct for elections is in force due to the upcoming assembly polls in Karnataka.

Patil said both the houses of the state legislature have passed resolutions, saying that it was high time that the Centre stepped in to aid the merger of Marathi-speaking areas, particularly in border areas of Maharashtra. An identical view has been expressed by the state before the SC. "During my speech, I have just reiterated our stand; as such, there was no violation of either the IPC or the Representation of People Act. It appears to be a pressure tactic of the Karnataka government," Patil said.

Thakur endorsed the views expressed by Patil, saying this is an attempt to pressurize the Marathi-speaking people to give up their demand. "Ever since the formation of Maharashtra, we have been demanding that Belgaum, along with 865 Marathi-speaking villages, should be merged with Maharashtra. Marathi-speaking people in the border areas are living under constant threat,'' he said. While senior Congress and NCP ministers submitted that they were with Patil and would take up the cause of the Marathi-speaking people, there was no response from CM Prithviraj Chavan.
