One in five teachers' posts vacant in country: Report

MUMBAI: More than one in five teachers' posts in the country is lying vacant, reveals an analysis by the PRS Legislative Research on a day when the Central Advisory Board of Education (CABE) meets in Delhi for its 6^th meeting. With a shortage of 11.29 lakh teachers across India, there are 22% lesser teachers than the posts that have been sanctioned.

The vacancies are a major inhibiting factor in the successful implementation of the Right To Education act which mandates that appropriate authorities should ensure that vacancies in school don't exceed ten per cent of the sanctioned teaching staff. The CABE is an advisory body to the government on education.

Of all the states, Bihar has the highest vacancy of teachers at 44%, followed by Uttar Pradesh (36%), Madhya Pradesh (26%), Uttarakhand (24%), West Bengal (24%) and Chhattisgarh (24%).

Dig deeper and India pupil-to-teacher ratio (the number of students per teacher) stands at 32. While this is remarkably better than the ratio in the past few years, with the government chipping away at narrowing the gap,India's has a long way to go to catch up with otherBRICS nations, lagging way behind China's 17 students per one teachernorm, Russia's 18 or Brazil's 22. It is marginally close to South Africa's one teacherper 31 students.

Given the ground realities of India's education system, sanctioned posts themselves often fall woefully short of ideal requirements. Vacancies within that are then clearly unwarranted.

The government should work towards filling in the vacant posts at the earliest, if every child is to get a quality education, as desired. It should also improve working conditions for teachers to attract better talent to a field that clearly determines the future of the country.
